PROMOTION ARMY OFFICERS : PM clears file of Army Officers

I WONDER : THOUGH SOMETHING IS BETTER THAN NOTHING. BUT THE FACT REMAINS ITS TOO LITTLE TOO LATE. IN CIVIL SERVICES INCLUDING OTHER GP A SERVICES THEY BECOME COL EQUIVALENT WITHIN 13 YRS OF SERVICE INCL TRAINING PERIOD AND WITHIN 18 YEARS OF SERVICE THEY ARE GETTING SAG WITH GP OF 10000/- . SINCE MOST OF THE PERKS START BEYOND THE GP OF 10000. THERE IS HARDLY ANY ADVANTAGE OF THIS MOVE EXCEPT FOR RED COLLARS AND INCREASE OF GP BY 700/- RS. LASTLY FULL DETAILS ARE NOT YET KNOWN !!!!


Prime Minister is believed to have approved substantive time scale promotion to the rank of full Colonel and equivalent in Army, Navy and Air Force after 18 years of service. Thus Col will not be a select rank any more.

  7. It is understood that the issue is going to come up for discussion on 15 Oct (Thursday) during cabinet committee meeting. Enhancement of retirement age (57 for Col. and Below, 58 for Brig. and 59 for Maj Gen)also under consideration. However, nothing is guaranteed till it comes in black and white. All these are hearsay through blogs. Not seen personally.

  8. Its high time that services come out of 'me better than u' syndrome. Everyone goes through the same rut; few makes it to next rank just by seer luck, Others are also equally good, however, time and space didnot favour them. Gradual degradation of defence vis-a-vis other central services is only due to infighting and ' me better than u' attitude. Such promotional schemes are going to attract new generation to join us. One can always prove his mettle beyond the rank of Col. Pse extend acceptance to not so lucky guys who also served hard for the country.

  10. It appears that people have doubt about their position and capabilities. News of Col 18 is hardly any good if compared to other services. However, defence services get what they expect. At least for God's sake and the sake of others pse have higher expectation. Col in 18 years is peanut.

It is heartening to see that we are now heading in the right direction (if at all this is true) lets not be cynical, such chenges cannot be effected overnight, first Lt Col in 13 yrs now Col its positive. All those who slogged "REMEMBER YOUR PREDECESSORS DIDN'T EVEN GET FREE RATIONS" so pl dont brood.With every change the organisation gains, individual gains are incidental.

  12. It true is really heartening to see some sensible actions in the army. Though the officer deserve a better deal. Ideally it should have been Lt Col at 10 years and Col at 15 years. A compulsory Staff College ffor a period of 6 months for ALL officers. The anomoly today is a officer who clears Staff college is considered FIT to COMMAND, and officer who has not been able to make it to the Staff course, IS DOING STAFF THROUGHOUT HIS BALANCE TENURE IN THE ORG. So a compulsory staff college for ALL is mandatory. THE SB-3 Neesds to be modified as FIT FOR COMS / FIT FOR STAFF. Officers deemed FIT FOR COMD then proceed to a Senior Comd Course. Seems COOL !!!.Right??

Its just another Rumour, put in just for FUN by the Website mentioned, no other media reported this whether Print or Electronic, Is it so Confidential that None came to know about it?   22. 26 october comment (source anonymous). Air chief anounced in some foroum about time scale promotion of colonel in 18 years and implementation in Dec 09. I doubt about such anouncement. If anybody knows any genuine sourse so please clarify. Thanks.

Air Force HQs have asked comd Hqs to give suggestions on implementation of Gp Capt at 21/22 years service by 31 Dec 09 so nothing is going to be changed before 31st Dec ,however it will definitely be implemented before March 2010.Gp Capt at 18 may take some time .The news was correct PM has indeed signed the file . The reluctance is at Services level.May God gives some wisdom to top brass at least for future pay commissions sake,God bless

  60. Just learnt that 18 yrs Col is not likely to come through after all. Even though the PMO had approved it in principle army is not willing to accept the difference of just two yrs as the gap between substantive & TS since there would appear to the incentive for a person to work towards 15 yrs Col will be greatly diminished. As such the life of a Col as a Commanding Officer is nothing to talk home about these days and the financial gain too is negligible. Reducing the gap would further reduce the difference.

All the followers of this blog, it is true that pm has cleared proposal for 18 years Col as normal promotion and first selection as Brig, but our mind set at Services Hqs level that `how can there be so many Cols` is preventing it from being implemented. since majority of decision makers are Col and above so they feel their hard earned rank will get diluted, same way as Select Lt Col and above used to feel when the proposal was made to grant Lt Col across the board at 13 years.So these are the people trying to block it without realizing that when they compare themselves with civil counter parts they are taking 6 to 7 years more at each stage to reach similar grade pay for ex. 100 % IPS make it to DIG GP 8900 in 15 years where as less than 10 % of officers make it to Brig GP 8900 at 23 years and so on.so these service officers sitting at the helm of affairs should look beyond services at national level and immediately implement the proposal. When other Gp a services are systematically reducing no of years of service for promotions if we dont implement faster promotions we will be legging behind in successive pay commissions and even paramilitary forces will overtake services and we will stand to loose and keep cribbing and comparing with police, Coast Guards, BSF etc.,leave aside IAS, IPS.May God give wisdom to these frog of wells.They are harming not only present generation but the entire future generation of Defence Officers community for all times to come.

  68. you want authentic info please take RTI route you will get most authentic info.But it is confirmed news that such a proposal was cleared by PM.More imp issue apart from status parity with civil Gp A, is; if the proposal comes through all Army Officers will at least get to serve till 57 years,since Col at 18 will be substantive not time scale.Timescale Col serve till 54 yrs whereas selection grade Col servers till 57 yrs.So pray God gives wisdom to our top brass.God bless.

    Real Fuk is for those officers who have to work with POLICE/CPMF/ Ordnance Factories/Ordnance officers/IDAS etc etc and attend functions with them. They enjoy the real taste of hierarchy when are given the right last seat for them like back benchers

  95. The question to be asked is 'Will making Colonel a time-bound promotion be better for the organisation than keeping it a select rank to which only about 50% of officers would ever make it?" As someone has commented in this very portal - Benefits to the individual officers concerned are just incidental.

    Let us examine the problem from a purely economic (Work for money) angle:-

    1. The difference in pay between a Lt Colonel and Colonel is only to the extent of grade pay (Rs 700/-) and the DA accrued on that. Which means that we pay the a Colonel(Selection Grade) and a Lt Col (with equivalent length of service) more or less the same.

    2. The highly rank- conscious Army tends to treat officers passed over for promotion with condescension and superciliousness which has a spiralling effect on the officers' morale and zest for work.(Most of these officers are quite competent and capable people with a lot of experience) who have been superceded because of the inability of the organisation to accomodate them rather than due to their own deficiencies). In fact an officer who displays any enthusiasm for work even after supercession is often put down and snubbed(even by his juniors). He is only expected to lie quiet and be tolerated by the organisation rather than be a useful member of it. A SECOND CLASS CITIZEN who is mocked if he works and just about tolerated if he doesn't.

    3. So now what we have ended up is a situation where the organisation doesn't expect (or permit) a person to work but pays him almost the same as it pays another person who is expected to devote all his time and energy to his work. DOES IT MAKE ECONOMIC SENSE? Would any corporate organisation do this?

    4. A better model than telling a person that he is no longer required to give off his best (and is justified in being and behaving de-motivated)at just 15 - 16 years of service would be to push up the age of supercession to 20-21 years.

    5. This is best done by ensuring every one gets a colonel's rank at 18 years. So the officer is still going strong and motivated till 20-21 years or whenever SB-2 is scheduled. It won't cost the govt very much but would ensure that the talents of a sizeable proportion of officers is NOT put to waste too early.

    6. OF COURSE THE ONE-UPMANSHIP IN THE ARMY MUST GO AND THE "WHAT ABOUT US WHO HAVE GIVEN OUR SWEAT (AND SOMETIMES CONSCIENCES) TO BECOME SELECTION_GRADE COLONELS??" GROUP MUST BE TOLD TO LUMP IT.

  98. implementation of time scale Col /Gp Capt/Capt at 18 yr and time scale Brig/Air Cmde at 22yr. Select grade shold be only for ranks AVM and above. This will be highly motivating.However no more fights for increase of pay etc. Stagnation of promotion in rank also de-motivating. Those who do not pick up rank are not dicardable. Further seniority remains uneffected and defence culture remains maintained. Defenitely selecdtion rank at AVM LEVEL WILL NOT BE DEMOTIVATING FACTOR FOR ANY OFFICER.

  100. How would this impact the OROP issue? Would ex-servicemen be willing to accept that under OROP, the pension of a current retiree in the rank of Col say at 20 years of service be the same as that of a Col who retired after 29 plus years in the past? Similarly, what of the previous Lt Col and Lt Col (TS) retirees who retired after, say 29 or so years of sevice? Would their pension be expected to be equal to that of a current Lt Col with say 17 years of service. That would hardly be 'One Rank One Pension', now, would it?

  114. Most of the ex ACC offrs retiring at the service bracket between 23yrs to 25 yrs because of service limit for applying for ACC was earlier 5 yrs with age limit of 27 yrs. Thus these gp of offrs will not have dream of even becoming Col (TS) after supersession untill unless there is reduction in service limit of Col (TS).   117. HOPE GOOD SENSE WILL PREVAIL AND THEY WILL BRING DOWN THE QUALIFYING SERVICE FOR COL (TS) TO 20 YEARS. OTHERWISE THEY CAN CARRY ON WITH A DIGRUNTLED FORCE WITHIN THEIR RANKS

  118. it is disheartening to believe that ssc offrs have to loose 8 months and they pickup col (TS) only after 26y 8 m service. when army will stop injustice with ssc offrs. AVSC never laid condition of reckonable service. Any comments and guidelines to fight discrimination are welcome.
